Who We Are

Cathleen Agrios, Chief Executive Officer

Cathleen is a founder of Avenity, Inc., and also serves as the company’s Chief Executive Officer. In this capacity, she is responsible for all aspects of the management of Avenity including financial management, marketing and business development, recruiting, and staff development. She has 25 years of consulting and project management experience for large system development efforts.  She is an expert in the management of large-scale full lifecycle custom IT system development projects, with particular expertise in integrated tax processing systems for state and local governments and financial systems.  Cathleen provides project oversight and strategic planning for our clients’ mission critical projects. In addition to the general management of Avenity, she is also responsible for Avenity’s CountyOne products.

Charlie Gilmour, President

Charlie is the President and co-founder of Avenity. He has over 25 years of experience in system architecture, design, and development of both products and custom systems. Charlie is an expert in a variety of enterprise systems technologies in use today including J2EE and .Net systems, workflow systems, and content management systems.  He has expertise in three industries: integrated tax systems for local governments; human resource systems; and financial systems for Fortune 500 companies.  Charlie is responsible for the technical design and execution of Avenity’s custom system development projects.

Gary Luethke, Vice President, Federal Solutions

Gary joined the Avenity team in 2011 to lead our efforts in serving our Federal Government clients.  He has over 25 years of experience, the last 10 of which has been serving multiple federal clients (DARPA, U.S. Air Force, Department of Homeland Security, and the Bureau of Engraving and Printing).  Gary’s expertise spans multiple industries allowing him to direct Avenity’s Federal Solutions group to the evolving needs of the Federal Government.

Greg Morton, Vice President

Greg joined Avenity in 2009 and has supported many of Avenity’s government and commercial clients.  He has over 15 years of software development and systems engineering experience supporting and leading technical projects for Local and Federal Government customers, Power Utilities, and the Department of Defense.  His dedication to customer satisfaction has led to the successful implementation of numerous revenue management and collection systems, embedded control systems, large-scale inventory and maintenance tracking applications, and analytical applications fusing streaming and historical datasets in real-time.  Greg is an avid supporter of STEM education opportunities, serving as a Director and President for the US STEM Foundation and mentoring several middle and high school FIRST Robotics programs.  He currently focuses on Avenity’s CountyOne offerings where he manages client support and designs and builds new functionality for custom CountyOne and CountyOne Express projects.
